Blowback

n. The retaliatory (negative) action of a party because of the covert operations of another. As seen through the eyes of the victims, blowback comes without provocation (since the provocation was, in fact, due to a covert and deniable action). See also: the Iran-Contra Affair, the Persian Gulf War, and Sept. 11th.

The really depressing thing isn’t that this happens (that’s just depressing), but that it happens so often there’s a term for it.
